JOB
SUMMARY
The Director
of Compliance provides PHG leadership with the "big picture"
perspective on compliance issues relating to tenant eligibility,
Fair Housing, and other program requirements for PHG's housing
program. A primary responsibility is to balance PHG's
high standards for compliance with PHG's mission, staying focused
on lowering barriers of access for the homeless, disabled, and
limited English speaking individuals who seek housing with PHG.
The Director interprets compliance requirements and, with the
Chief Operations Officer, negotiates with funders and regulatory
authorities to ensure compatibility between compliance requirements
and the accomplishment of PHG's mission
The Director
of Compliance oversees the operations of PHG's Compliance Department,
Rental Office, and Shelter Plus Care voucher program. The
Director leads and mentors his/her department managers to effect
continuous improvement of PHG administrative processes, particularly
in tenant income certification and compliance reporting, vacancy
management, reasonable accommodation, fair housing, and the management
of Shelter Plus Care program. As a member of agency's Operations
Team and the Leadership Team, the Director of Compliance helps
develop and vet policies and program initiatives with broad agency
significance.
ESSENTIAL
JOB QUALIFICATIONS
Education:
Bachelor's degree required; master degree desirable.
Experience:
minimum 5 years of relevant experience including:
a. Experience
monitoring and/or ensuring compliance with income and rent restriction,
and reporting requirements in federally assisted and tax-credit
financed housing.
b. Familiarity
with compliance requirements for HUD Section 8 SRO Mod-Rehab financing,
project-based Section 8 Housing Choice Vouchers, federal Low Income
Housing Tax Credits, City of Seattle housing funds, Washington
State Housing Trust Fund, Federal Home Loan bank requirements,
and HUD 202/811 financing.
c. Experience
monitoring and/or ensuring compliance with federal 507/ADA rules,
Limited English Proficiency and Fair Housing regulations.
d. Experience
researching federal regulations and federal, state, and local
loan documents, and interpreting and "translating" regulatory
language.
e. Understanding
of affirmative marketing and leasing of housing units, and waitlist
management.
f. Program
and policy development and implementation.
g. Database
management and development.
h. Supervision
of staff.
Licensure/Certification:
Certified Occupancy Specialist and Certified Tax Credit Compliance
Professional within six months of hire.
OTHER
Exceptional communication and interpersonal skills, including
the ability to:
- comprehend
detailed legal and regulatory language and translate it into
plain English intelligible to PHG staff at all levels;
- collaborate
effectively with colleagues to ensure agency-wide compliance
with housing regulations and requirements;
- train,
mentor, and support PHG staff in compliance issues;
- support
and guide front-line direct service staff;
Exceptional
organizational skills, including the ability organize, track,
and present a high volume of detailed information for various
audiences and purposes.

Hours:
40
hour work week. Generally M-F standard work week. (some
flexibility available on schedule)
Beginning Compensation: $60,000-67,500 + benefits.
